Two Questions about Google Adwords

    1st: why does accounts with vouchers display unstably.when i use up a account wiTH vouchers ,i need a long time to reestablish its good display ,why?
    2rd:will google limit only one voucher to one website(not mean one voucher to one account?)
    plz,help
    i am grinded by google's unstably display
    and want to know why?

    i far as i know Google is not showing any distinction between the vouchers and other payment modes.
