Yes, you should definitely watch out for sites that charge for links on a page with PR from a dropped domain. Yassef.com is a dropped domain but the backlinks are strong and the linkbuilding I am doing, if it does drop it will be to a PR2 or will stay the same. I'm sure you understand though that all links within the directory have no PR as with 99% other directories out there. I am building to the future. PRDomainSpot.com, as you can see by checking out the site, has no PR yet.
