A straight out quote without your budget in place would be a difficult affair. If you have even a small budgetary allocation in mind. It could make things easier for the developer. Something like $xxxx or $xxx or $x would do as well
The reason is scripts are flexible. You can never expect the same thing for something which costs $5000 for $500 if you pay the same programmer. For $5000, there is additional security, additional beta testing, additional features, ultimately additional work hours put in your project, whereas the same is not the case with $500. Hence it is important to know the budget beforehand, so that the client is informed of what can be provided in his price range. This doesn't overburden the programmer, nor does this disappoint the client. Since the client is the one spending, it's always a duty to inform the programmer of his spending allocations.
