    1. Is it true if you copy and paste wording from another blog and put it in your own, Google will not read this unless you change 70% of the wording. (something like that)

    2. When I write in my blogs I get comments/pingback where I can approve or disapprove the blog that I wrote to appear on someone elses blog. Is this a good thing for me and will work in my favor as I should approve all of these or not? Please explain.

    Thanks,
    Jack

Copying and pasting from other blogs is stealing. Would never advise to do that as you are leeching hard work of someone else. Having said that there is no problem in taking ideas from anywhere. As a human you learn offline or online and taking ideas from several websites and writing an article based on those ideas is not bad. Infact, I recommend that. You also learn by checking multiple websites on the topic in addition to writing a very good quality article with no duplicate content.

It depends. If it is pingback or comment spam then disapprove. If it is legitimate then approve.

Never, ever copy and paste articles from other blogs or resources and slap it on your own, even if you do change the wording or spin it. It is indeed stealing and the original writer will be none too happy you did that. They could get your blog shut down with a simple call or email to your hosting company, for starters.

Your best bet is to research first. Spend some time looking around and research your niche or subject, and collect notes as you go. Learn about what you're writing about. With that, you should be able to write a unique article all on your own. Aim for about 500 words. Don't forget to proofread and edit for grammar, punctuation and spelling.

If you're trying to stay above board you really should try to re-write into your own words wherever possible. It swill avoid the whole "duplicate content" issue and keep google from "de-ranking" your blog.

though you have changed 70% of the wording, it doesn't mean that the article is your own work. It also depends on the structure, marterial, proofs, figure, etc of the writing. And the most important thing to be considered is the topic. It is ok if the topic is stale, but if it is not, then you are a plagialist and perhaps there will be some problems...
