Hhhmmm ... I think so, not unless all twits of the other account is related or like answers the twit of the other one. That would ring the bell something smells like fishy. Also it's funny if you do so, 'cause it looks like you high-five yourself! "Forever alone". lol Seriously, if your friend didn't notice it, Twitter (as a company) will do. It's part of their policy / rule to have one account per user only. Two or more accounts of the same person might lead to termination of all profiles.

I Think it's depends on your activity for both account, if both are related purpose then I think someone might notice it.
Yeah just don't create a bunch of accounts from 1 IP and interlink them, just like you wouldn't with various blogs you have on the same IP. But don't fret: You can make like 3 to 10 Twitter accounts per IP without being flagged
