Hi everyone, Is it possible to send a direct message (D username) or a message directed at a particular person (using @username) to a person who is not following you and you are not following them? If not, how can I reach people that I don't follow? Thanks.
You can only DM people who are following you. You can tweet @username and then your message and hope that they check their mentions. A lot of people don't even read their DMs because of all the DM spam. Why would you want to DM someone who isn't following you? Why do you think they'd actually read your DM if you could?

You can only send direct messages to the person whom you are following or those who are following you.
