you could post a widget on your website so people can see your tweets & follow you easily, follow people that are similar/related to what your websites about - try to find ones with a lot of followers then @reply them something they can reply back to, include a link to your twitter in different places (forums, email, etc), have a contest through twitter, ask someone to recommend you (direct message them) & you will recommend them back.
