hi, am really sorry if this is not the right place..but i believe it design related so here is my wondering if you google "ny times twitter" you will see under title the description and its not like the rest of accounts on twitter which say" Twitter is a free social messaging utility for staying connected in real-time" also "techcrunch twitter" says something totally different ... do you know how to do that ? app, html ?
The only way to change the text is to change the meta description tag in the header of the html. I am guessing that Twitter allows high-profile accounts like TechCrunch and NYTimes to change this, but not the general public.
