Tweeter says they are not Administrator

What is the mechanism for this? Two tweeters say they don't admin, cannot DM and only tweet. Who is actually administrating, and how can one find out who it is? They are public domain, I could post the tweeter identities if needed.

Short answer is if they don't want to tell you who the admin is you won't find out.

If you need to speak to the admin just tell them this. If they refuse & the page is doing something untoward, report them to Twitter.

 

I haven't heard of this happening, it's possible you're getting the message by mistake.
