Comments, with good content, on other people's blogs in the same niche. Use the author field to link back to your site. Bloggers like to help out and support other bloggers.
Promotion does not equal spam, so keep that in mind no matter what you do. However, I would spend time setting up various social network accounts directly linked to the blog you intend to promote. Not a catch all account, but one specifically dedicated to only discussing topics on your blog. Keep these areas updated, write some nice articles to share with others which they will hopefully post, and then knock out some search engine optimization. SE optimization won't do you any good if you don't have some quality content though to actually keep the visitor.
