Trying to add background to a website with web.com

    I crrently have a site with web.com. Here is the link: www.microfusionwelding.com


    I created a background with a logo in Photoshop CS4, and would like to add it to existing page. Here is my problem. Can't move navigation and why is the page not scrolling?

    I've attached a jpeg of what's happening. Anyone got anny clues.
