Trustworthy of affiliate program that pays for free signups?

If anyone knows of one I would love to hear it.

And obviously, the higher the commission the better.

I don't know what high commissions means for you but I'm sure they are based on the value of every individual affiliate marketer. Some products work for some people, others don't. If you can manage free signups but with CC, you make a lot with CJ. Some have $20+ payouts.
