True PR calculator tool?

    I was wondering if anyone here knew of this tool, I saw it a long time ago and can't find it - yes I searched ;)

    It was a tool that would calculate the "true" PR of a page based on how many outgoing links it had. As an example, if a page is pr6 and had a hundred outgoing links, it may show as a "true pr" of 4.

    Anyone??
