Trick to working around PSA ads?

I am launching a small new section of my site that is a popular keyword set, but there are no adwords advertisers for any of the keywords.

When I name the link the keyword set, I get public service ads .. but if I add keyword-news.html or keyword-picture.html I don't get the PSA's.

Any way around this other than working with different urls?

    Thanks
