A few months ago..one of my sites was banned from Google. I see what appears to be some really bad links that are linking to my site. Is this why I was banned? Here are some samples. Also, what does the # mean at the end of the url? Is there a way to block these sites?

If your site has some quality, post an reinclusion request from webmaster console.

You can't be banned for incoming links. If this were true, it would be very easy to dispatch of your competition. I believe the worst that could happen is you suffer a small penalty if you have negative link velocity. I.e you get 5,000 inbound links overnight, then lose 4,000 of these over the next week, - which might suggest spam activity.

    Are you sure you're banned?

Then that means I could make a whole load of scraper sites & post links on spam covered guest books then point them all at my competitor to get them banned in Google? Doubtful.

Afaik they look at your outgoing links, if you're linking to spam sites or bad neighborhoods then you'll get penalised.

Yup - be careful when linking out. As adwordaffiliate says, linking to bad neighborhoods can land you in trouble.

Also, just linking to unrelated sites can affect how many pages you have indexed and thus affect your rankings [http://www.mattcutts.com/blog/indexing-timeline/] (sorry i'm not allowed to use live links yet it says hehe]
