Transforming

    What's the best way to transform an image in Photoshop without it going blurry. What I mean is that are there any settings? I don't care how large the file becomes I just want it to not become blurry. If I can't do this in Photoshop is there any kind of program that would do this for me?

    what do you mean by 'transform'?

    size? if so, transform it bigger? smaller?
