No, not directly. You need to find a license financial service agent which could accept the paypal balance from you and who would in turn pay you to your moneybookers account. If you want to do it yourself, the only way would probably be to withdraw your funds from your paypal account to your local bank account then use the funds to finance your moneybookers account.
