I have a few domain names I purchased about a month ago. Can I sell them and transfer them to another godaddy account or do I have to wait until I have had the domains for 6 months?

you do not have to wait anything to push it to another Godaddy account (only to transfer to a different registrar e.g. Moniker)

Yes 60 days if you have changed account contact details to move to another account, push in Goaddy can be done anytime.

I don't know who to ask but I bought a domain using my paypal account from someone on this forum and they haven't pushed the domain into my account and he hasn't responded for 2 days. What should I do? Thanks for any help.

If your domain is registered on Godaddy,
you can transfer the domain immediately to another godaddy account.
if it's another domain registrar, 60 days is required.

I agree. Within the same domain name registrar you can transfer your domain name without any problem and anytime you wish
