Transferring a newly registered domain

For a newly registered domain, you cannot transfer it to another registrar within 60 days. Can you transfer within the same registrar for 60 days or change the name of registrant? How do people sell dropped domains?

Yes, for example, you can push the name to another user in NameCheap :)

Check out snapnames.com for selling dropped domains.

    Hope it helps :)

You can push the name to a different user, just not transfer out of the existing registrar.

Name change depends on the registrar. Some allow, some not... and some, even charge $$ for it...

I push domains in godaddy just after registering them all the time. Maybe the rule changed.

Does namecheap allow you to open a free account, like GoDaddy if someone is pushing the domain?

I tried transfering a 1 week old domain from my godaddy account to another godaddy account and it wouldn't let me.

I always push domains within minutes after registering at godaddy (whether they are com, org, info, net) , I think you are doing something wrong.
