I recently sold a site running on joomla. WHat is the easiest way to transfer the site over to the new owner?

Go to PHPMYAdmin [in cPanel > MYSQL Databases] and export all the tables and databases :)

Install Joomla on your new server and import the database that exported from the old server.

well what if he has some custom templates or some other comonents installed?

    follow these steps.

    1. Turn off the site.. (make it ofline)
    2. Download all the files from you old host.
    3. upload it to new host.
4.download database to from old host.
5.upload it in phpmyadmin of new host.( or import it)
6.change the datbase settings in configration.php
and i belive you should be good to go.

and if you still have trouble please let us know and some one will help you.

P.S. if you database is small it should be easy but if your database is more than 10 mb then it becomes bit complicated...

    Cheers!
