I believe this is what you're looking for; this is taken from the .EU Registry's website: eurid.eu/en/eu-domain-names/trades-transfers

How to transfer your .eu domain name

Moving a .eu domain name to another registrar involves several steps. Follow the steps below or use an authorisation code if you want to pre-approve your transfer.

    * Ask your new registrar to contact us on your behalf and request a transfer.
    * Once we’ve received the request we’ll send you an email asking you to confirm that you want the transfer to proceed. You can confirm the transfer by clicking on a link in the email. (Transfers can also be confirmed by fax.)
    * If you don’t confirm the transfer request within 14 days, the request will expire. If you do confirm, the request will be approved.
    * A transfer is usually approved within an average of 24 hours of your confirmation (on business days). Your registrar should let you know once it has been completed.
    * A new registration period begins once the transfer has been processed.
