ThePlanet may be a good choice, based on my own experience I find them quite good. If the host does not offer web site moving, you can always hire a webcompany that offers web site moving at affordable rates, you can google that up and probably find something interesting.

Its quite simple with forums I am sure it is, you basically create a backup of the forum database. Install vBulletin onto the new server, then you would restore the database back onto the forum. It is all done in the admin panel.

In many cases, you aren't able to do that, that is for larger forums. You will have to find other ways around that, one of them being SSH and uploading it; however there's applications like BigDump that allows you to split your DB in several parts and will make it easier for you to do the import process.

Try HostGator, they use theplanets datacenter but they have managed dedicated server options so if something goes wrong with the server then they will fix it, they also transfer your sites for free.

I see that you are using vb.
What you can do is either you manually backup your database and transfer it over the new server by SSH and then restore them there

    OR

Contact your current host and ask them nicely if they could help you transfer your forum. Some host are likely willing to help.

    OR

platinumservermanagement.com and sign up for their $29/month month-to-month basis contract for them to do everything for you. (the link is a referral link, if you dont want to have me as a referral, just remove it)

    OR

You can try asking people here if they are willing to help you. My bet, I go with PSM.

If you hire someone, definitely make sure you trust them and can verify their trustworthiness beforehand, because they'll have access to any private data you have on the forum, password hashes, private messages, etc..

All what you have to do is:

1- Go to phpMyAdmin chose your DB that you want to backup then click Export.
2- Chose SQL and mark the "Save as file" filed

then click GO to download your DB backup

3- Download all your forum files from you old host via FTP, NOW YOUR FORUM IN YOUR PC. (the DB and the files)
4- Upload your forum files to your new host via FTP.
5- Create a new DB and import your old DB from your PC to the new DB via phpMyAdmin.
6- After uploading your file and restoring your DB you just have one step to do, Go to includes/config.php and change the old DB info to the new DB. (DBname, username, password)

    That's all

If you still can`t do it PM me your account information i will do it for just 2$ :).
Best of luck with your transferring.
