You can't transfer money from Payoneer to paypal, rather you can add payoneer card to your paypal account and then use payoneer card as your funding source. This will exactly be same as PayPal credit card payment.

You can connect your Payoneer card to your PayPal account and use it as long as you have funds on it. If you don't have money on it, then PayPal will reject the card.
