    so, i will have to shell out $9.29 for my domain name to namecheap??and not to GD??

    When you transfer to another registrar, you need to pay for an additional year. Yes, the fee would be $9.29 but that would add another year of domain registration.

    Yes, you would be paying the new registrar and not the one you are going away from. There is no penalty for leaving.
