Both because they both serve a certain purpose. When I list my site on the Belgian Yellow Pages, I pay in order to target quality visitors, and the links they give are a like a bonus to rank higher in Google.
Interesting. The backlink is definately the main thing you would look for in a directory then. Many of our customers also use the business directory to target more specific keywords. So they optimise their website to be returned for some competitive keywords that give high results, they then optimise their profiles to target some more specific keywords in Google to give further results.
People generally submit to directories for the primary purpose of getting backlinks to improve their PR, the traffic is secondary
Finally it seems that people are understanding directories better, either that or we all just agree in this thread. Ive seen so many threads where people complained of no to low traffic from directories. They have never been intended to send heavy traffic from what im aware, its very difficult indeed for a web directory to send significant traffic to most or all of the listed sites, especially if its a general web directory as the traffic to the directory is so varied, and the general directory is catering to so many different niches.

Traffic would be nice, but most directories don't send much traffic. Most are looking and wanting a backlink for google.

Because of the structure of a good business directory, the traffic you do get is going to be targetted. This can mean it is easier to turn a sale. I think directories are a good way of getting your website found in Google through the directory for less competetive search terms. You can optimise your website for your mainstream keywords and then, keeping it relevant, optimise your directory listing through some further, less competetive keywords. This means the page where you are found on a directory can often be found by users searching your less competetive keywords, a user can then click through to the directory and then on to you. I think it is important to record, maintain and optimise the directory sign ups you do to ensure relevant content to your links and keyword targets. Finally. I see traffic as important because if you have a good natural linking system in place, the more traffic you get, the more people you can get to link to you. After considering everything, I think they are equal in value but then the value may sway in a particular direction depending on the nature of your business.
