I'm not sure what you mean by Traffic Markets. Are you referring to traffic exchanges, buying visitors, PPC via search engines?
Buying cheap traffic will not convert, even buying expensive traffic will probably not convert. You need highly targeted traffic to make it worth spending anything. All those cheap traffic and traffic exchange sites send very, low quality traffic.

Are you sure about low quality traffic sent back by traffic exchanges? Top-visited arcade sites use banner exchanges without any doubt.
Traffic exchanges are good source of traffic such as sites offering 1:1 ratio gives back good result for your time.
Targeted traffic exchange is ok, or an online arcade or anyone offering something free I guess any traffic is ok traffic....after all it isn't that difficult to sell someone something that is FREE! If you have any type of paid service or even want to get your ads clicked most cheap purchased traffic and most general traffic exchange wont' show you much of a result.
