I think you have PR and serp mixed up, PR is a rating given to your site by google, it would go on a given page that you own. Your ranking is what your current rank is in the search engines.
As others have said, you're getting Page Rank (PR) and Keyword Rank (SERP) mixed up. The 3 means that the keyword you entered for your domain is 'ranked' position 3 in the search engine results, this has nothing to do with Google's Page Rank. 'Page Rank' is Google's ranking of every web page in the world and will always be between 0 and 10 (or null/gray for new/penalised pages.) SERP stands for Search Engine Results Page and generally refers to the collective pages of results returned by a search engine such as Google. Typical usage would be "I'm at position 3 in the SERPs for KEYWORDX"
Don't worry too much about PR at this point (unless it's 0 or gray for too long) - just focus on the Search Engine Results Position (SERP in case nobody explained that) for now. Your PR will grow over time as Google sees your reputation increasing and it's logarithmic (sp?) anyway: so it's not too hard to get to PR3 but it's 10 times harder to get to PR4 and the same for PR5 once you are at PR4, etc. Bottom line don't worry too much about PR right now as long as you have some (you won't have any for a new site - it can take a few months to get some or to notice it) Just get good links (articles, blog posts, etc) for now. Backlinks are what you need - just make sure they are good ones not spamy ones. Cheers
