TOS violation of the host or free sub-site?

    I ran across this site today http://maidtime.20fr.com/

    This looks like a small biz that has taken advantage of a free webpage offer (check out http://www.20fr com). I see google, yahoo, and some other type of ads all on this site- Also a pop up tried to come up, but was blocked by my pc. I can't tell if these ads were placed by the small biz owner or the free hosting service. Clearly a TOS violation for Yahoo and Google.

    Is there anyway to tell who placed the ad on a site? I'm thinking it must be the free hosting service- Seems a shame to penalize a small biz owner, and have those pages (possibly) nuked if the host is violating TOS.

    How can you tell if the creator of the site vs the web host has placed conflicting ads?

    Gooogle and yahoo ad in same page aginse the Google TOS !
    Why you not paid Small amout for remove banner and pop if you getting more then that from google ads
