The top ones are the ones that rank high in google & bing for your main & related keywords. You can't get better quality backlinks than that. Anything else is B, C, D... quality.
The easiest is to get links from directories that are going to last. You get relevance from the category you list under and if the site stays the course, your link matures and grows in value. The alternative is to beat your head against a brick wall.
I have heard that it doesn't do too much good to get tons of links from sites that don't have a good page rank. It is better to have fewer, higher quality links. Google will just ignore the low PR links.
Pligg websites have been very good to me. Although not all will be high-quality link submissions, so be sure to check the resource before submitting. All in all I have never gotten bad results from backlinking into Pligg websites
What are the right ones? I have the unenviable task of overseeing a workshop where we try to train people to do the right thing but all I hear is PR, PR and more PR. It gets very confusing as everyone has a different story to tell and I don't understand how such diverse opinions can take root. Surely it should be possible to put conflicting theories to the test. We take the position that a directory link gives relevance from the category it is listed in and that its value grows the longer the link remains in place. We have tested and retested our sites and the links work. As to be expected it gets stickier the closer you get to page #1 but that has more to do with the competiveness of of the key words one is targeting.
.edu & .gov links are the most powerful linkjuice on the web. Of course these are the hardest websites to "penetrate", however with a little resourceful thinking, it can be done. Big G indexes them almost instantly and gives the URL a huge amount of credibility. Good luck finding them and obtaining them though...
