high quality links will come form established sites that have lots of links of their own, are relevant to your niche, usually will have high PR, been out there for some time, and will have low amount of outbound links. one free way to get them is by searching for blogs that are within your niche, read those blog posts and make good quality relevant comments that will add value to the original blog post. sometimes you will get approved and will have a good quality links. easier way of getting them is to buy them

well "high quality" backlinks simply means backlinks from good quality sites. basicly sites that have high PR and good content and dont look like spam sites to google. whatever looks like spam to google will prob look like spam to you.
