Hello and thank you, YES dolphin is free to download But you must pay for there service to have there name taken off, and you must buy the features, which cost from 20usd-120usd each.
You can download dolphin for free yourself YES but it will be a plain site with nothing and there logo all over your site, The features i have added on my site are close to 2500 there are custom ones i had made.
I will also give the person that wants the site the Features in a file since i do not have time to market and things on my site any longer the site is complete done ready to go with a tons of options that are not in the basic dolphin software.

Lol if you read the desp I listed most of them and if you vist the site you will see the difference between the base site and my site, the menu bar and the banner program alone cost me over 200 to get made
