Do you think Google differentiate between Top domain (.com/.net./org) etc and a country level domain (.co.uk, .in) in relation to ranking?
No it does not and it should not. But having said that it's always wiser to have a .com domain since people tend to use and remember a .com domain more often then other domain extensions.
to some extent Yes.. .org, .gov are given much importance as they have much Trusted info. But this dosent directly help There are some differences in Country specific Search like in UK few sites will get listed due to " being regional "

google does not differentiate between domains but definately while giving SERPS it checks which region you belong to and then gives results. Search "buy vigrx" on google.com,google.nl and on google.co.uk. You will find out that on google.co.uk a site called buyvigrx.co.uk is on top whereas on others vigrx.dl.pl is on top.
As I think it is about priority, if you searched in international Google.com website that means you are searching for international info. But if you search in India Google.co.in that means you are searching for India info... Regards
As has been verified above I dont think it matters but, what I do think matters are the inbound links i.e. if you want to target the UK it helps that you have .co.uk's pointing at you and not com.au's
