No you can't submit to about you have to be an editor which you apply for. If you do it they have a ton of rules on what you can and can't publish etc. I just started an article directory as well earlier this month with a lot of incoming high PR links so we are expecting at least a PR4 next update but it is www.sumcontent.com. Seems like right now Ezine articles is tops as far as getting ranked on search engines.
A few of these article directories have gone to NOFOLLOW. Ezine of course is still tops by far it seems. The others domain names are actually hurting them from what I hear.
