top aligning flash in dreamweaver cell

    I have this three part banner that needs to blend smoothly, and when on the page without any content it's almost perfect. but when the content stretches the other table cell the flash follows and slides down to the middle. if I could just align all the parts of the banner to stay on the top I would of solve it.

    this is it:

    I'm working in dreamweaver MX and it has that properties dropdown aligning which I set to top for all the flash files.
    I tried the vertical align but I'm doing something wrong.

    if you navigate to "video" you can see how it should look.

    I was aligning the flash it self, but I was suppose to align the cell.

    but now the problem remains with IE.
    in FF everything is fixed. in IE the content table slides to the middle again, although I aligned it to top.
