Keyword meta tag is not very important . Title tag and content is very imporatnt so important keywords should be included in title tag and in content.
I think it is good for people who just begin their on page seo. Concerning the keyword tag, it seems that, it is still important if you want to get good ranking in MSN. Not 100% sure about that but I have a feeling on that.

I think it is important to place Keyword phrases in the <title> tags of your web pages and also in opening sentence in the first line.
