Keyword density is about displaying text in a normal manner. If you were to write a 300 word article on the subject of hot dogs would it be natural or easy to read if you mentioned the term 'hot dogs' 20 times? If you write naturally for your visitors you will probably find you automatically have a density between 4-6% If you write for search engines your text will be difficult to read and you will be up near 10%. To that end you can see what is the best system. SEO is about the natural portrayal of a web page, not manipulation, most don't understand this, which is good as it means competition is not as fierce as it should be
It's a good starting point, but be very careful of keyword stuffing in point 1. Don't go overboard. Use a tool like this keyword cloud/density checker to make sure your keywords aren't being overused.
