It really depends on the kind of site you're optimising. If you're talking about a proper business, I'd go for: - Digital PR - Guest Blogging - Social Media / Viral Linkbait - PR Newswires Then joint fifth: - Blog and Forum Comments - Article Distribution - Directories If you're talking about an affiliate site or MFA site, you probably can't do the first four very well, so you need to resort to the other methods.
2nd place varies depending on your target audience. if you target an older demographic, links to related websites will work more but if your target customers belong to a younger age group, i would go for social network validation/social bookmark.
The followings are the best strategies in my opinion: 1. Forum posting 2. Blog commenting 3. Article submission 4. Social media marketing 5. Directory submission

I would say: 1 Getting editorial links 2 Guest posting 3 connecting socially: combination of blog comments, twitter, bookmarks 4 niche directory submission (that is, good quality directories, you don´t need to submit to 1000s of .infos) 5 Web 2.0 properties such as squiddoo, wordpress, posterous, etc The best manner to do link building is to aim to get more benefit from each action than just a link, for example comment to get link+ build relationships with other bloggers which leads to guest posts and more twitter followers, which leads to more people linking to you and so on.

One way links exchange wouldn't give a good count of your back links in search engines. It can be a bit costly too. In every site you want to pay for keeping your link through out the year. Multiple way of building back links will only benefit for getting fast back links online.
I think only one option for link building. It is to make request to themed website. It really works. Remember it must be one way.
