If I'm reading this correctly, you want 4000-8000 words total written in a conversational tone for $20?
It seems that if an applicant does not have a "relevant" writing sample, you want them to essentially write the top 40 article before being chosen for the product. That seems a bit counterproductive, if I am reading correctly.
Not only that, it seems good writing is only worth .25 - .50 cents per 100 words, depending on overall length. 99% of the good writers on DP won't get out of bed for less than .015 per word (and that's on the low end). That adds avaricious to the counterproductive statement, not to mention the milieu of other words which could describe one that is chintzy.

I think it actually depends on whether the writer is already writing in the genre. Like when I was under contract to write about Emma Watson, my head was so full of stories about Emma Watson, I could write a 500-word article about Emma Watson in less than 15 minutes, just off the top of my head and earn 5usd for that, which works out to about 20usd per hour. Still, it's not everyone who can reel off 40 names of women celebrities between ages 40 to 50 off the top of their heads. And that someone would probably be already pretty well-paid to write about celebrities.
