Alot of sites use custom software for this. If you are looking to get your own custom one made, it's a fairly simple project for an experienced programmer. They are most of the time called "Traffic Trading" scripts. You can find many for free online, although the charge is roughly 1%-2% of the clicks goto the programmers network. So it's free in price, but they get a little amount of traffic from you, also the traffic they get would only be from clicks on your toplist. so out of 100 people clicking on a topsite link, 2 of them would go to the programmers network. The good thing about the ones above over alot of people custom coded ones as well is that they keep track of the sites incomming traffics productivity. Meaning if someone is sending you 10,000 uniques a day but your only getting 100 clicks on your site from it, as to, a site sending you 500 and your getting 600+ etc.. clicks from it. The site sending the 500 uniques' traffic is obviously more valuable to you so it would get ranked higher. That is of course depending on how you choose to rank/list them. If you choose to list them by amount of uniques in, rather then the prod. Then you could be sending the 10,000 uniques site more traffic back, when really they are sending you shit traffic, or even potentially hit bot. So it would be a better choice for you to list them by the prod, and sending them back your much valued traffic.
