I am looking for someone to program a page in PHP for a top 100 books list. Database must be mysql. We would initially populate the list with 100 books, and want to make it so people can nominate their personal top 10 and this would be recorded and gradually change the rankings (votes recorded in the mysql database). Need some method to stop people voting more than once, and a method to suggest new books. Not after the cheapest solution, but rather the best solution.
