    What about the page marked "links" or "resources" that lists links to other sites? Does this rule of 100 apply there too? If the page having 100+ outbound links is an unranked page, does the number count?

    Yes its better to have links within 100 for a website.Its reasonble to have links lesser than 100.

    Flat structure :
    The directory structure is not more than three levels deep.Its just a 2 or 3 clicks away from home page.

    You donot need to remove tag cloud.Its reasonable to have links fewer than 100.To make a website more user friendly pages in the website can be designed in a well organised manner.
