These are called CMS (content management systems). Personally i consider to wordpress to be a blogging system, but many people are using it the same way they would use joomla. These systems make it very easy to quickly create a website with very minimal development skills. Once installed you can install and change the website theme with a click of a button, create new pages, add polls, photots, videos and tons more. This functionally usually comes from plugins which are extra pieces of code that 'plug in' to the core of wordpress or joomla. These systems also create and maintain all the different users for a site (administrators, publishers, moderators, and standard users).
