Tool to determine what to do

I was wondering if there is a tool or some software that will estimate for you what you'd have to do (how many links you need and of what PR, etc) to get to a specified position for a chosen keyword?

I don't think they can (or ever will) make such a tool, since the Google algorythm is not publicly known. Each keyword and competitive market has to be approached differently in order to achieve good results. Focus on doing research on your competitors, generate good content, build some good backlinks, and you'll begin to succeed.

I think there is no tool like that. How can you determine the number of backlinks needed to rank a keyword if you did not know first the algorithm of google or other SE's.
