Tool to check how much % of content is keywords

I have heard google accepts a site with up to 8% keywords and anything over that is considered keyword stuffing. I was wondering whether there was a tool or site, that shows the % of keywords you have used for a site so you can use up to 8%?

hi these KW tools are for if you have a URL what about writing a article and checking KWs without uploading to server? I know one site doing that but it doesn't work for my purpose.
