Are you talking about <abbr> and <acronym>? If so, then absolutely. Google will not only be able to see the title you assign with the tag, but also use it to help determine what something is about (establish relevance).

For example, if you were to mention SMO on a page, Google would have to try and figure out what you meant. If you look at Wikipedia, SMO can be an acronym for quite a few different things. By using <acronym title="Social Media Optimization">SMO</acronym>, you are letting Google know what your intended meaning is for SMO. The Google algorithm is smart and usually will determine context from other available content, but it is still a good idea to use it just to make sure it is interpreted correctly.

Not only does Google see it, Google also appreciates seeing it, whether Google needed it or not. When dealing with something that can have multiple meanings, your site readers benefit from your providing the tag for them. Google wants your readers to have the best experience possible on your site and you can help ensure that good experience by using the tags to make things clear that might be confusing to some of your readers.

    Thanks for your reply!
I'm not talking about <acronym> or <abbr>, but i'm pointing to normal 'title' that can be used inside <a>, <h> etc.
If I give any description in 'title=' attribute of any <a> or <h>, will crawler see it ?
    For example: <h2 title="my personal info">About Me</h2> or <a href="http://abcd.com" title="mysite link">

    Hope you got me !!!
