Tool for Finding Relevant Backlinks?

I used to use this tool not that long ago, but my old computer crashed so it's not in my bookmarks anymore. I don't know the name of it, but basically you enter the keywords you're going for and it comes up with a list of relevant sites that have the words "submit URL" or other similar phrases located somewhere on their site.

Does anyone know what I'm thinking of?

Are you talking about web directories? There are lots of free site submissions web directories out there. Just google it. If this is not your looking for, hope someone will post the right program here.
