putting too many plugins on a blog will make the loading time much slower depending on how many and what plugins they are.

the best thing to do is decide what plugins are necessary for your blog, and then only use those.

some may interfere with the functioning.
So keep updated plugins according to the script.

It depends on which plugins you want to use. Also what does you mean by "too many". You can safely use a few plugins if you need them. Its better to keep them as min as possible.

It depends on which plugins you use - some plugins tend to do jobs that other (already installed) plugins do, such as Optimal Title and the All In One SEO Pack. In this example, I'd axe Optimal Title since it's already doing something that the SEO Pack is more than capable of doing.

How many seconds needed to load for a blog to be considered as fast?

I'm about to ask the same question..
Yeah, what's the ideal loading speed?
I have now reduced the number of my plugin.

It depends on what statistics you use, really. I prefer going for a combination of page download times and serving times (like how quickly the database can process the request).

In my point of view, the unused plugin should not be in "plugin" folder
