try not to look at it that way... If you can do it manually then it shouldn't be a problem how many links.
Google can see if you build links masivelly in short amount of time for a new site...can penalized or disregard your links. Could be interpreted as link spamming... So better take it easy...
Too many links in short time can cause problems. But I do not think there is any hard and fast rule for limit. It depends on the content of the site.
It's up to you, as long as google will not overlook at your site as spamming. Another thing is too many links is not good to your site. Try adding quality links for this will help your site boost up..
Natural link buildings are better than instant mass link buildings. The instant mass only works for short term. To maintain your sites in SEO & SERP purposes, you must regularly add backlinks to your sites.
I'm in the minority, but it's my understanding that it's Google's policy that there is no such thing as a bad link. For example, you could have a sitewide link from the worst neighborhood on the net, and it will not harm you. I understand they do this to prevent people from tampering with other people's rankings. That said, if you get a bunch of sitewide links at once it won't hurt you, it may not help you either.

My new site is got over 34.000 links in 4 weeks, and easily got PageRank 5 at the last update. I don't think that the big number of link can cause a problem. (think about it : if Lucas tell in a TV show that he makes a new StarWars movie and he start a newsblog about it, how many links that blog will get in hours ? Maybe millions. Google wouldbe stupid, if he then would take out that blog from it's index. - huhh, this was a too difficult sentence for me lol)

Yes but if you manually build your links it could be a problem if the links won't help. That is why you have to build them as if they are natural. Use different anchor text, description. All your links shouldn't go to same page and link velocity is also an issue. I thing that if you get a bunch of sitewide links at once could be a good think even if it doesn't help your traffic because it helps your pr. if you have a better pr you can trade links if more quality sites.
Yes , ciucaandrei is right in here. Try to build them with different anchors and description and I think you won't have any problems , no matter how many links you build.
Build your links over time. For example, if you can add 1,000 (just example could be much more) links over a period of 3 months (ex. Jan. 1 - Mar 31), don't add them all on Jan 1. Spread out your link campaign equally over the 3 months.
I've had good success by just adding links for 15 minutes a day. Then moving on to other tasks. In six months you'll see results that will serve you well in the long run.
