    My experiance gained me a penalty in this matter.
    also it was a high penalty, lost rankings and expected PR6 got PR3.

    Blogger text inbound links are very effective. I don't think so it is SPAM.;)

    If your links from blog appear in organic nature and appear in SE over the period of time instead in just couple of days, then they are useful. If they do appear in short span of time, they are considered as SPAM. So do add links to blog, but consistently and over a period of time, not all together.

    This is not true. Many sites get "instant glory" and get linked a whole bunch at once because of some new service/feature/information. It doesn't trigger a spam algorithm just because some site got many inbound links in a short period of time.

    i think if it's not solicited it should be fine, i have a site that has links from about 500 sites, mostly from blogger and i still got a pr5.
