I've seen plenty of sites with that same concept. I personally never tried it but I believe it is legit. But contacting google is the best way to go.

you can not put ads under any header except "sponsored links" or "advertisement". this is a huge mistake, and you will probably be banned without a warning. change it quick.

So i have to remove them? I think i am ok with the TOS, but they think not...
